Workplace Competencies Matrix
A special Human Resource Development task force made up of representatives from the Office of Personnel Management (OPM), the Department of Defense (DoD), the Department of the Navy (DON), and the Department of Transportation, conducted extensive research and review of training models used in government and private industry combined with personal expertise to develop a 3-level set of HRD competencies that all training should strive to fulfill.
